Decline code 05: Do Not Honor
The issuer declined and chose not to say why. Do Not Honor is the generic refusal issuers return when their internal rules block a transaction but no specific reason code applies, or when they deliberately withhold the reason. It is the single most common decline code in card processing.
Should you retry?
Retry is reasonable because 05 is situational, but space attempts out and cap them. Visa treats 05 as a Category 2 decline with a hard limit of 15 attempts per card per 30 days, and both Visa and Mastercard bill excessive-reattempt fees, so two or three well-timed retries beat a dozen blind ones.
Why code 05 happens
- The issuer's fraud scoring model rated the transaction too risky, often because of the merchant category, transaction amount, or an unfamiliar spending pattern.
- The cardholder's account has a soft restriction, such as a block on international, online, or specific-category purchases.
- The issuer distrusts the acquiring BIN or region the authorization arrived from, which is common with offshore acquiring.
- Velocity limits triggered, for example several purchases in quick succession across different merchants.
- Some issuers return 05 in place of more specific codes like insufficient funds as a matter of policy, which muddies diagnosis.
What to do about it
- Prompt the customer to contact their bank and approve the purchase, since a cardholder phone call clears a large share of 05 declines.
- Retry once after a delay of at least a few hours, or on the following day; issuer risk scores are situational and the same transaction can pass later.
- Compare your 05 rate by issuer BIN and by MID; concentration in one dimension tells you whether the problem is issuer trust or merchant identity.
- Make sure you are sending full AVS, CVV, and where available 3DS data, because richer authorization data lowers issuer risk scores.
- Offer an alternate payment method as a fallback path in the checkout rather than letting the customer abandon.
