Decline code 61: Exceeds Withdrawal Amount Limit
The transaction pushes the card past an amount limit: a per-transaction maximum, a daily spending cap, or a period limit set by the issuer or the cardholder. Funds may well be available, but the limit gates how much can move at once. Limits reset on schedules, so this decline expires.
Should you retry?
Retry after the limit window resets, usually the next day, or immediately after the customer raises their cap. This code sits in Visa's retry-permitted category, so scheduled reattempts are fine within the standard 15-in-30 ceiling, and a next-day retry on a daily-limit decline converts well.
Why code 61 happens
- The purchase exceeds the card's per-transaction or daily spending maximum.
- Earlier purchases today consumed most of the limit, leaving less headroom than your cart total.
- The cardholder set a self-service spending cap in their banking app and forgot it.
- Prepaid and secured cards carry low structural limits that ordinary carts can exceed.
- The issuer applies tighter caps to card-not-present or cross-border transactions than the customer sees in stores.
What to do about it
- Tell the customer a spending limit blocked the charge and suggest they raise it in their banking app or with a call, which many issuers allow instantly.
- Offer to split large orders into smaller payments where operationally sensible, keeping each under the ceiling.
- Retry the next calendar day when daily limits reset, and say so to the customer waiting on the order.
- For big-ticket sales, offer bank transfer or financing options that bypass card limits entirely.
Frequently asked questions
- The customer has money available, so why did code 61 decline the charge?
- Available balance and spending limits are separate controls. The issuer or the cardholder capped how much can be spent per transaction or per day, and this charge exceeded the cap even though the funds exist.
- When can a transaction declined with code 61 be retried?
- After the limit resets or is raised. Daily caps reset at the issuer's cutover, so next-day retries often succeed, and many banking apps let cardholders raise their limit instantly for a fresh attempt within minutes.
