Decline code 78: Blocked, First Use
The card is brand new and has not been activated, or the account is so recently opened that the issuer blocks transactions until first-use conditions are met. Everything about the account is fine except that the cardholder has not completed activation. Once they do, the card works normally.
Should you retry?
Retry as soon as the customer activates the card, with high success. Retrying before activation just repeats the block. This is among the most cleanly recoverable declines because the fix is entirely in the cardholder's hands and takes minutes.
Why code 78 happens
- The customer received a new or replacement card and skipped the activation call, app tap, or first ATM use the issuer requires.
- A reissued card after fraud or expiry is being used online before the activation step.
- The issuer requires a card-present first transaction before allowing card-not-present use, a policy some banks apply to new accounts.
- The account is too new and sits inside an issuer's initial monitoring window with online use restricted.
What to do about it
- Tell the customer the card appears not yet activated and point them to their issuer's activation flow, which usually takes a minute in the banking app.
- Invite an immediate retry after activation, since the block lifts in real time once the issuer registers it.
- For stored credentials that begin returning 78, the customer likely received a replacement card; prompt them to activate it or update their payment details.
- Save the cart or order so the customer can complete checkout without friction after activating.
